With 2 Seals, the first cast is the trigger, so full damage.
Then the seal is spent and the spell repeats for each Seal, these repeats should be doing half the damage of the initial cast.
So your 100+50+50 Should be the accurate description.
It should essentially work out to be 1.5x damage at 1 seal and 2x damage at 2 Seals.
It's better than a plain percentage damage boost because the whole spell is cast a second and third time, applying their effects each time.
It rewards being patient with the spell to let it build the charges before casting but not limit you by slapping a hard cooldown on it.
When you cast it at zero seals, the gem just does nothing, your spell casts and does its normal damage.
For a long time my Comet setup was Unleash+Cascade+Echo.
4 Comets per full Seal cast with an extra set to the sides lol
