Apex of the Moment node in Chronomancer tree not functional

Apex of the Moment node in Chronomancer tree is not working. It does not show on character or enemies, and nothing gets slowed by it. Anyone else notice this?

It absoultely works, although you will not see any specific debuff on a mob. How to test it yourself: find a mob that can keep the pace with you without the talent, and let him chase you for a while. Then enable the talent and try again with same mob and see for yourself how much they suddenly cannot keep up. With temp chains and hinder talents you can create such a slowing presence that the defensive value is absolutely worth it.

Hey Checkman, do you happen to know if Apex of the Moment counts as a debuff? There is a node that says it increases the magnitude of slow from your debuffs, and I am trying to figure out if it applies in this case. Can't find anything through googling other than this comment here,.

It "works" but it doesn't work as it should.
It slows by 20%, with barely an indication.
The slow does not scale with anything, which is a bug, that needs to be fixed.

nope. Since 0.1.1b gone. Doesn't display on monsters even next to you
