They are specific for certain builds and not a straight upgrade over all rare items.
Some are better than others but basically none of them are useless in every possible case.
If you think they're universally trash they're either not for your build, or you haven't figured out how to build around them yet.
What is the unique effect on those gloves? Just because they only come with 13 armor and 10 evasion doesn't mean they're bad.
This isn't really true. Since health nodes have been removed from the skill tree, there's an insane opportunity cost of running a unique. You really, really need to stack as many defensive stats as possible on the gear. Not to mention that a lot of builds achieve that by stacking attributes, and the opportunity cost of losing rarity on a unique slot.
Even if a build was enabled by a unique, 99/100 times the build ends up sucking because of how many raw stats you lose.
There's a reason why the vast majority of uniques are priced at 1ex. They're absolutely useless. If builds were as good as you say, they'd actually be sold at several divs and above (like with good rares), which is not the case. The only good uniques abuse certain procs.
They need to at least ensure there are advanced/expert versions of some uniques to actually make them useful, or to enable some sort of advanced/expert crafting upgrade on them.
That's how this game works.
IDK if I've ever had a character over level 90 that had a single piece of self-found/non-traded gear.
I don't want to complain that much. I have not played POE1...so was it the same there? I don't know any other game were unique or epic or exotic loot has debuffs.
was the same in poe1, unique items all tend to have some sort of counter balance payoff.
like doryanis prototype armour.. where enemies around you have lightning resistance equal to yours, encouraging you to make you lightning resistance as negative as possible.. then finding a way to mitigate that negative effect yourself through other mechanics
uniques are unique.. the game isnt about filling every slot with uniques like diablo..
the strongest items in the game are rares with high 6 high rolls.

No they don't. You just want them to be BIS. That's not what they exist for. You can ♥♥♥♥♥ about the way you want them to work all they want, but that's simply not what they're used for. Build defining items can't have ridiculous stats.
