Ring, yes, with the catalyst currency. Also applicable to amulets.

As of now, there's no way to remove quality from flasks/rings/ammys, so it's just a matter of finding the correct currency for them. Rings and ammys are a bit different, in that there are several different kinds of +quality to them. I'm not 100% sure, but I know there's one for each element of that specific type to increase those values specifically.

You can find loot, but you can't add to it. At least not yet.
