You can access the other part of Act 3 by going through the Gateway in the Ziggurat Encampment first, and use the Waypoint behind that to port to the other Zones of the past.
It is max BASE spirit. There is other ways on the talent tree or with equip mods +spirit that can give you way more than that.

Yeah exactly, only saying "100 spirit is max" made it sound like you were not aware of those ways to increase spirit.
