CRASHING ON LOADING SCREENS? [Solution found]
After wrecking my brain, trying absolutely everything from swapping drivers, OS, even tried swapping my 4080 for a 7900XTX i had from my linux pc.
I found the solution thanks to someone on reddit.

Apparently this absolute chad made a tool that parks some of your main 1-2 CPU cores at every loading screen with a tool.
So your PC won't freeze up completely anymore.

For me what works best is use Vulkan instead of DirectX12 ingame settings.
And run this tool before starting your game :
https://github.com/Kapps/PoEUncrasher

Do not close the CMD window that appears, just start your game and at every loading screen you'll see it parks and unparks some cores.

I am a programmer myself as well, i checked the source code and nothing sketchy seems to be in the code.
Beauty of github is that it's all exposed.

Hope it works for the rest of you guys.

Apparently this issue mainly happens on AMD Chips, especially X3D v-cache ones like my 5800X3D.
So i thought heck let's just try, and so far ZERO crashes.

The only thing that has worked for me (still get the odd crash but nowhere close to the frequency it was) was to run the Uncrasher along with changing to windowed mode and changing to a screen resolution in game that was not an ultra wide monitor resolution. It sucks I cant play full screen, but it allows me to actually play until this issue is fixed.

It's quite frustrating, hope GGG finds a proper fix natively so we won't have to resort to workarounds.
