While I've seen and read of this kind of bug a few times in different varieties, none have actually caused a full end of a campaign, solved in some form by simply reattempting the quest to differing degrees of effort required despite reasonably achieving it the first time.
Not sure if anyone actually *can't* satisfy a quest through thoroughly redoing them.
Did as you suggested and it worked. I dropped the runes I had on the ground near the final obelisk. Then I went to the obelisk and was able to summon the Rust King.
I was able to defeat him. Contrary to what others have said you are not confined to an enclosed space.
You are actually able to get away by moving far enough away. I did so and actually opened a portal back to Clearfell so I can fill up on my mana/life flasks because they were both low.
I came back and tracked him down.
Also I found out he cannot cross the wooden bridges in the area and I used one of them as a safe point of attack to shoot at him.
I would roll backwards off the bridge to avoid his attacks when he fired at me.
Then I would gradually wear him down and kill him while I was on the bridge.
