Skill Effect Duration, and Ailments?
Does raw 'Skill Effect Duration' from the passive tree affect non-damaging ailments, like Shock?

No , Thats needs Ailment Duration or Shock Duration . Skill effect Duration is more for skills that have a Duration like Buffs or Area Effect Clouds/Jagged Ground and so on

Noted, saw nodes that seemed to specify shock or "non-damaging" ailment with a reference to shock; so I suspected as much. Thanks for confirming,
