does "reduced attribute requirements" actually work?
so i have a "15% reduced attribute requirements" on a helmet, and it won't let me use 95 int skill gems with my 86 int. 15% should have clearly been enough, and the description does say it's supposed to work on skill gems, so is it bugged?

depends on what you playing, most chars its useless on however warriors dualwielding 2handed weapons its a requirement on weapons or you just dont have enough str

there are passive nodes that reduce attributes globally, easiest to get to on merc
