Because later you'll come posting "I'm losing exp on death" like bunch of other players.
Use the low level tier maps as travel nodes to boss areas. Farm them, get better gear. Waystones WILL drop.

- Hideouts/Towers don't contribute to the quest for atlas, so use your lowest tier maps.
- Until you get the waypoint nodes on your Atlas Passives, if you get really stuck, Doryani never runs out of tier 1 waystones, buy 3 to reforge, etc. It can be a gold sink early maps if this is your first character, but it's just temporary to get those atlas passives.
- Precursor Tablets with Waypoint drops are priority early Atlas.
Also, prioritise anything improving waystone drops in the atlas skill tree.
Do both of those things and maps will be sustainable. On average at least, you're still at the mercy of RNG however much you try to stack the deck in your favour.
Your best bet right now may be to simply trade for a few t4 maps, it should be cheap enough.
