When Farming Uniques

Do you have to farm on the Map Level that the Unique Level will drop? Or can you go to a Map level 1, kill a Boss and drop a LvL 64 Uniqe?

You cant't drop uniques below their base level and some of them may indeed need to be dropped by monsters above a certain level or even specific bosses.

I would recommend to research your desired unique before you waste a lot of time.

It says Farming Bosses, I have checked.

And when I click the Link to take me to the "Bosses" it also gives me Act 1 Bosses. Hence me asking can I farm Act 1 Bosses then According to the Wiki?

Because the Glove Level of the Unique is LvL 71 ... Should I be Farming LvL 71+ or can I farm LvL 71-?

Just like base items that drop in certain level areas, the same goes for uniques.
For example, an item that is level 100, will only drop in lvl 80+ area as an example. Not sure if correct.

There are lots of leveling uniques that you can farm them by killing the witch over and over in Clearfell. Their item level is low, and they don't require any levels to be used, just some dex or str or int.

If you're target farming something, you need to know the level of the item, and in which level areas one can expect it to drop. Then kill bosses in those areas.

Name of gloves?

Some uniques drop only from certain bosses.

But since it requires lvl 33, your best bet is to farm lvl 40+ areas.

It says ANYWHERE. They can also be chanced with chance orbs.

On the trade website there is the same unique with ilvl 34, which means it was obtained in a lvl 34 zone.

I would tell you to stop wasting your time in trade. Go play and farm the item yourself. Even if you don't get it, you'll still get other uniques or valuable currency.
