For me personally I just don't worry much about power charges for most bosses. Will probably need to swap some stuff around when I do the pinnacle bosses where I can't just delete them super quick.
Regular bosses usually just melt quickly to ice strike+charged staff+bell+avatar anyways, so I don't worry about generating many charges vs them. Eventually I do plan to drop avatar, though, but I think by then it still won't make much of a difference.
For really tough bosses, I'd consider swapping charge infusion out for cast on shock+eye of winter+snipers mark. For a lightning monk, maybe just removing electrocute for a skill gem that gives more damage and relying on siphoning strike may be better. Cast on shock+snipers mark would work too.
There are some support gems you can put in whatever palm skill you're using that will increase a targets exposure to different elements as well which'll make it easier to proc an ailment.
I'd go with w/e element you've got your charged staff doing, probably lightning.
