This game is much more cpu bound than cyberpunk or any singleplayer aaa game.
Low quality settings only helps if you have a bad gpu they do nothing for the cpu.
If you want your cpu to not be at 100% then set quality settings to high or ultra, that way the
gpu does not have to wait for your weak cpu all the time.
If gpu is less than 95% it means you are bound by cpu, ram or ssd. Increased you image quality or buy a better cpu.
modern cpus don't really overheat, they just dial down the clock speed at around 90C.
It seems to be a bug and not a hardware issue that happens especially during loading screens. if this is happening to you I would probably wait till it has been fixed before playing the game.
