And that is exactly what he's talking about (it's called Gem Studded).
I would assume it's a bug / non-intentional interaction, as it's a rather niche case. The intent was probably that you can use stuff like lightning-infused or scattershot on two active skills, not double up on an persistent buff through spirit gem supports. IMHO it should stack, as it's an ascendancy bonus and they are supposed to be strong, and having for example 2% life reg instead of 1 for using two vitalities doesn't seem broken to me, since you can only use 1 support gem twice.
And the question is if that's intentional, since the buff comes from a support gem, which you normally can only equip once. But one of the Gemling special ascendancy bonuses is that you CAN wear ONE support gem twice. So why shouldn't it work in that special case, for that special ascendancy bonus?
