Spirit system sucks
I'm new to POE in general, I played POE1 for few days as a necromancer and enjoyed it, I tried the same thing on POE2 and it doesn't feel as good or awesome.

I blame the Spirit system because as far as i know after 3 days of playing, Roughly 20hrs in game, I have not found any real means to upgrade/increase spirit capacity unless i get lucky with a sceptre rolling with more spirit and the most i have seen is 130 total.

Because of this my character the Witch/summoner can't really use Staffs/staves and i really like the the idea of using thats two handed magic sticks but even equally as frustrating is that wands don't have spirit either so i am always stuck and forced to use a specific type of sceptre because not all sceptre's have the "Spirit" stat.

I believe the solution is either adding Spirit to the passive tree or applying spirit to more weapons and enable players to increase spirit though some type of drop or upgrades but don't make it RNG based because I've rolled many gear items on weapons and clothing and i still have never seen spirit rolled on anything and i have never managed to roll extra spirit on my sceptre's either

Correction: Arsonist army is, not minions in general.

My level 75 minion witch is collecting gems and GCPs to transition over to arsonists as ice minions (while satisfying and fun) arent nearly as good as arson spam.

Same, it's a good system to put a feeling of progression behind a stat.

You start with a small group of undead and end up with a horde of 20-30,. there's a true feeling of improvement in the spirit system

First no, Stormweaver is currently the most powerfull build for clearling high level maps (far to overpowered).
And Arsonist have been used some time ago, but more and more player are stopping to use them, there are several other very strong minions as well.
More and more summoners are using storm mages currently (because damage is aplied instantly). Also snipers are getting more common currently (especially against bosses).

Not the best but with your little playing time be patient.
I played a nekro to 31 and i have my sceptre with will, i found body armor with will and i have a amulett with will.
Bought it at the npc.

so have a look after each level up because npc change offer after level +1
there is a talent that reduces the reservation of undead minions, theres a boot that does the same, there is a chest that gives you 100 spirit, there is the scepter like you said , the amulet or necklace can have a spirit modifier, there is a rind that gives you +20 , there is a shield that gives you 100 spirit , every one of this itens are a unique and very cheap at the trade .

oh yeah, infernalist have a talent that gives you spirit per life , i cant remember but its something like each 25 of hp you get a point of spirit

Spirit kinda sux. Really. Depends on luck (which in this game is ♥♥♥♥♥♥ up) and on drop purely. I guess they need to balance it or make summons cost less with each level. Like if you have arsonists lvl 12 it should cost less (to summon em) than 8 lvl for a decent amount. Or really add +spirit to passive tree.
And because of it you cant play with the build, you have to use meta otherwise you suck at end-game or bosses.
I think the main problem is , only those offhand things gives you 100 spirit, and we can't use the 2h staff in one hand like the warrior the mace, while even in the lord of the rings Saruman used 2x 2h staves vs Gandalf. Also if your items don't give you + minion skill lvl then those items are kinda useless.
