yes i cant rem what thing is called but it does raise quality.

blacksmiths is martial weapons only, not scepters or wands, not sure if have another item to use or?

Yes, you need arcanist's etcher for wand/scepter/staff.

Yes you can. Salvage every quality wand/scepter you find, even whites. It's alot more rare than for martial weapons for some reason.

It's called arcanist's etcher, it's position on the currency tab is two tiles left of the blacksmith's whetstone.

You need the Arcanist's Etcher. This item will improve qualtiy for Scepters, Staffs and Wands.
As far as i know, they will improve the quality of the spell thats imbedded in them.

On scepters they increase the spirit as well.

Word of advise, only upgrade scepter quality if +% spirit is over 50%
