No clue about Poe 2 stuff, but the % of people ever that dropped a Ber in d2 would be about...1%...Most people have no clue what anything over a Pul looks like. And people say Poe is hard

This was why you'd see games asking for chipped/flawed/base/flawless/perfect gems all the time. The upgrading made it infinitely easier to get mid runes, and at least lower end HR's. That was how I ended up getting most of mine until I was able to kill Hell Meph consistently and then farm the ever living ♥♥♥♥ out of him. a lot of even decent RW's used mid runes and lower HR's, which could drastically change how much damage and survivability you had. I don't miss that grind...

Mirror is more rare from a drop chance perspective. I think what you can do with the highest end of farming in PoE2 could make mirrors more common than a Zod, though. Zod/Tyreals Might are probably closer to the rarity of a mirror, but i'd still say a mirror is more rare unless you're a giga juicer like Empyrian.

If you play D2 for a couple hundred hours, farming the optimal spots like travincal with a item find barb, you'll find a couple of high runes. I found a Jah and Ber in D2 resurrected with like, 1k hours played.

You can play PoE1/2 for thousands of hours and never find a mirror, and that wouldn't be considered unlucky. They're just that rare.

Now there is things in D2 that are likely as rare or more rare than a mirror. Some perfect rolled ethereal stuff would be much rarer than a mirror.

TL;DR Mirror is a rarer drop than the highest runes in D2, but if you're a giga juicer in PoE, you'll likely find a mirror quicker than a Zod in D2. There's just more things that can boost your currency drop chances per hour in PoE than rune drops in D2.
