I'm all for things like simplified/modified control schemes so that more people can get into the game, but if the problem is core mechanics I think you just need to accept that not all games are for all people.
I supposed there could be a self-found-items-only "story" difficulty that rebalances unblockable moves to hit like normal attacks. I'd question, yunno, "Why not play a different ARPG?" at that point since the story's no great shakes, and I imagine that would throw the balance of defenses totally outta whack, buuut that wouldn't change combat for other modes, so it wouldn't negatively impact my experience on other difficulties.
In the meantime: I assume there are workable one or two-button builds. With the dodge roll, they become two or three-button builds. If the problem isn't reaction speed, operating a control stick and 2-3 buttons seems close to the minimum inputs you could hope for in an action combat game.
If the problem is reaction speed, the telegraphs for unblockable attacks are quite large and can be memorized. That's down to the individual disability, of course—maybe you or your friend struggle making consistent, timed inputs. I can't confirm or deny whether there are builds tanky enough to, say, only dodge 1/3 of unblockable boss attacks and survive, but it seems possible, at least for a campaign run.
I don't recall POE 1 having a whole lot accessibility options and honestly I see the case happening for this one. It is unfortantely how it is, If you are disabled there are just some games you just wont be able to play, that's life.
