Is that what your noodle is capable of after playing poe for a couple of hours ?
While I can honestly say I don't think I have ever fought him with less than 15% (I have 15% or better boots for every character level). I often run with...wildheart? Something like that armor...which gives you 10% movement speed on full life, don't laugh, through all of act 1-3.
Why? Well it's ok ish evasion (enough that I generally get close to 70% with other eq anyway) and most importantly it speeds things up when you don't really need to worry about high defenses/resists etc. I socketed it with 2 lightning resist runes, just to make my life easier with other resists and I just toss it on any new character.
Anyway, even with 15% I never had a problem with that boss. In fact, most of the other bosses are harder than that one for me. Pretty much telegraphs it's attacks and flies all the heck over the place so even if it DOES hurt you and get you down low, instead of following up, it flies off like a goon.
Annoying a bit to keep tracking down, but other than that, pretty easy boss for any character.
