Literally how it works in POE1. Equipping a new flask in town should equip as full.
It hurts nothing to add an option to salvage from an NPC rather than having to walk over to some additional bench.
I vote for keeping things like that in the game, heck lets add a few more..

It will be F2P, so just hold your horses then. This is the milking periode, after that it will be same old.
Ruthless you had to click on the NPC to refill flasks in POE1
We dont need the rare mobs to run around either, make them stand still so I can press them with my mouse.. Auto equip the best equipment, no need for me to sit and click every piece...
