Now if you're wondering about the base items (expert), they start from 67 all the way to around 77, that's the required level and they have the highest stats in the game, they start dropping as soon as you start doing maps, but become quite frequent on tier 9 and above.
Thanks so the highest tier is called expert and it begins from 67 and goes until 77, however if you're mobbing in a level 82 map they would drop as ilvl 82 or still 77?
Also what is tiers?
They would be item level 82, but go as high as required level 77, even a basic item would have this item level. Item level just increases the cap of getting very high percentage modifiers, like 40% fire resistance, you won't find that in act 1.
Tiers means that the item has likelyhood of getting very high modifiers, item level is often not enough to reach that amount and you're going to need items that are tier 2 or higher.
1: +1% to +5% resist
2: +5% to + 10% resist
3 ...
The game rolls a tier for the affix before rolling the value within that tier. Item level determines which tiers are allowed (higher ilvl higher tiers allowed)... and yes tiers often do have minor overlap in possible rolls.
(Tier X) found on unidentified items means that the item has some of the lower affix tiers removed, which means you are more likely to get a good item. Its a bit more complicated, but thats all you really need to understand for it. This only appears on unid loot, and has 0 effect on the item outside of which affixes it starts with - it doesn't help crafting.
Also, "advanced" and "expert" gear are just placeholder names until the devs give those item bases proper names.
The best items will be the highest tier base + highest tier affixes.
This website will show you all the affixes and the tiers each affix has. Also tells you the required item level the base needs to be to get that affix.

If you click on "Simulator" at the top and create a new item, you can view all the item bases. (Expert is the best atm).
