ive played a ton of Diablo 3 and 4.
I feel like my build shouldnt be THAT important at this point, im only level 17 ya know.
my gear is decent enough and adding stats for my lightning build, but im SO squishy and dodge rolling is easy enough but my god man it takes so long to kill anything, its just not fun. it takes so long to get through the game.

It shouldn't take long. Every build should have high dps in Act1 if built correctly. Most likely you are using wrong skill gems and wrong support gems. But passive tree can also be wrong.
If you have a bad build you will need to compensate with skill but I don't play like that. It's much more efficient to have a good build while at the same time slowly improving in mechanical skill. Pure mechanical skill will be slow and is not the point of this game.
Ok, I would like to see your build because you're doing something very wrong. Starter weapon? Haven't upgraded your skills?

Before that set up your ice escape skill, add cold infusion to it, and longer freeze duration (it already has 300% freeze buildup I think).
Other than that try and get a semi-decently high physical damage bow. There is a unique bow you can get that is about that level that splits and hits 2 other enemies when you fire it. Get that.
Toss in 2 cold runes into it.
Destroy everything with normal attacks and use ice escape for big packs that swarm you (or on bosses to freeze it early on).
Then once you get ice salvo flat out insantly boost it'ss damage with concentrated effect and hourglass (10 second cooldown but 50% more damage). You need to wait for it to build 12 charges anyway.
Should have something like 500 damage per shot for salvoe, 12 shots. It obliterates bosses, groups of enemies, rare enemies etc. It's around level 16-17 I think that you get it.
Meanwhile set up your snipe with the ability that boosts damage by 50% (more) but reduces your window (window of opportunity), and then toss on something like execute (more damage when enemies are below 35%). Master the timing of it (easy to do as your arrow will shine when ready) and you can destroy whole groups of enemies that way (it explodes) and absolutely finish off bosses that are under 35% max health.
So for a boss fight (any), just start shooting with your normal bow while you run up to it, use ice escape (if it's moving), if it's stationary use ice salvor (you can slow/freeze it with escape first to salvo right afterwards) thati'll probably freeze the poor guy. Just pound it with snipes after that and it'll be dead before it unfreezes.
Ranger is a cake walk early game (and late game). Only way you could have any problems at all is if you have a really, really bad bow. The unique bow I mentioned though is 1 exalt on the poe 2 trade site and will last you through act 3 easy.

def agreed. i mean i just tested a new build and it was me vs 3 enemies and im spamming lightning arrow into them, 10 hits, and theyre at half health and i die in like 3 hits from them lol this is miserable
sometimes devs just want the game to be like they envision it
I had this happen twice, just hit this wall and the things that looked good and were good before with fewer points can be overhauled now that more points give you more options.
I'd also recommend inspecting items and hovering over key words because they are VERY specific in what they mean, for instance some players may not know that "Attack" doesn't mean "any offensive action that does damage" and relates to only primary attack skill of the weapon.
