rarity modifier: blue mobs and only one rare monster

switched to better gear with less rarity modifier, went from ~50 to 14% and skilled more magic monsters on atlas.

before I had ~5-6 rare monsters per map, now sometimes one.

Need to test this more.

rarity does affect drops, not monsters itself.
