Cannot reallocate passive skill points?

So I'm trying to respec. I talk to the hooded one, go into the respec mode, refund all the points I want back, and reallocate them they way that I want. I hit x button to confirm, it does a fancy animation that feels like a confirmation, but the option to confirm the reallocation by hitting the x button does not go away. If I close the menu and open it again, my points are still they way I want. But if I travel to an area to fight, or if I log out and log back in, all my points are back to the way they were. I'm super frustrated. Anybody know what's going on here?

Sometimes you can't do a respec in one go, such as if you're trying to change to an alternate route to a specific point, it won't let you take away the points in the prerequisites and place them in the new route all in one go, you need the new route in place before you can remove the old one.

I think I figured it out. My new route didn't take nearly as many attribute points as the previous route, so when I tried to respec, I didn't meet the requirements for basically any of my currently equipped skills or gear. So when I went to go fight stuff with all that same gear on, it just reset my tree to what it was before. Helpful in a way, but we really need some better UI indications that the respec basically failed and why.
