Where to get waystones?

People are writing they have lots of them and I'm always short, where do they drop?

They started dropping for me at level 60 while just doing some random act 3 cruel map.. not sure if it has to be an elite or not.

I've finished like 4 maps today from bought waystones from vendor and no waystone drops whatsoever and vendor now has only waystones level 1 for sell...

you can enchant waystones to blue and yellow items. their chance to drop more waystones while on that map increase significantly when you do, albeit often making the map harder.
