Vine Arrow Not working

Has anyone else had this issue? Yes it attaches to everything in it's range and does it's crappy little damage but it doesn't slow at all nor does it transfer any poison damage I do from 1 target to the rest. Also the support gem that adds an extra 15% slow seems to have no effect on it either.

And ignite support gem doesn't work. At least not with toxic cloud
