Report a translation problem
They can't be both. You will not find any skill gem with both Spell and Attack tags.
So the idea is to memorize this:
- Use "Skill" as a global word for any active gem.
- Anything that has the "Attack" tag is not a spell
- Anything that has the "Spell" tag is not an attack
This brings to the final point: Cast speed only works for Spells. Attack speed only works for Attacks :)
"Skill speed" works additively for both "Attacks" and "Spells" tags.
Where do you see "attack" and "spell" tags? My skills don't have either of those.
They will be listed in the skill description. All skills are classified by these categories ie AOE, Cast, Hex, Attack etc

Attack and Cast bonuses, both apply to this skill
And increased spell damage does nothing for that skill
