Quality on a Magic Wand...
is a really nice bait. It did nothing. from 0 - 20% quality and nothing happens. It is the same item with 0% Quality. Hilarious.

The Question is, why can u put Quality on a Magic Wand then?

If the skill on it can have effect of quality, then that's what it will effect.

QUality for magical weapons pertain to just that skill the gear has. Just open the skill stats in G window (> button in window) and you can see the change. With Alt details, there is a visual bug that does not show changes.

In Alt details at bottom it will always tell you what quality does.
