Shavronne's Satchel Bug
I thought that this belt would work very similar to the Eternal Youth passive node. Instead you need to be missing hp in order to active your flask and even then, I only recover like 300 ES and then it stops. Whereas the passive node allow me to recover ES wheter I'm full hp or not.
Is there somewhere to report this bug or at least ask if is the way the item is intended to work?

There is a distinct difference between those things. The wording using "instead" vs "also" should make this clear.

If it "also" applies, the flask effect still stops as usual when reaching full life, ending the bonus on ES as well.
