Feathered Fletching and Acceleration (gem)

So I was hoping to combine the Feathered Fletching passive with the Acceleration gem to take advantage of the 40% more projectile speed and turn it into damage. Except I guess it doesn't work? Anyway, is this a bug, an issue where it doesn't apply because of the more tag or what?

Increases and reductions apply. More is neither an increase nor a decrease. This is intended behavior to not apply. Poe and Poe2 are strict about their wording.

So this node likely should affect the implicit from the Volant Quiver since the implicit states "increased arrow speed" and not "increased projectile speed". but Arrows are considered projectiles? If it doesn't work Volant Quiver is less than useless lol.
