Its not. This is a solved problem. Unique ID is made by the game, while the player can pick whatever display name he chooses. That's literally how everything online works, all accounts with display name. Having your display name be also your unique ID is a stupid, archaic idea that has no place in modern games, or anywhere really.
This will go over great when there's three guys named Eren Jaeger in the guild or something lol. Also, it could help impersonation scams.

Actually, it could use the Steam ID as a unique identifier or something similar for non-Steam versions. Your uniqueness is tied to your account, not to your character, so having the same character names is possible. In POE, this is a design decision rather than a technical necessity.
I have no idea why the POE designers chose this approach, but you can question any design decision—during development, there are thousands of choices to make.
It's the opposite - unique names aid impersonation in that it adds a sense of legitimacy to the name. If a scammer creates an account using someone else's name (without the victim even being aware of the game), then they're free to impersonate as they want. But if the same name can be used by anyone, other players are more wary when they see someone using it.
There's no sense in unique names. We don't have unique names in real life, why do we need them in games? All they do is cause frustration for players. Can you imagine having a child and being told the name "Sam" is already in use, you can try Sam1912_?
