Ice strike monk builds still mostly use charged staff and bell. Nothing out of the ordinary about that. You generate plenty of power charges with combat frenzy to keep charge infusion going with plenty left over to keep charged staff on. An ice strike monk using charged staff and bell really is still 90% an ice monk.
People mostly focus cold because it's easy to reduce any enemy to zero cold resist without having to waste a support gem slot on your main damage skill on cold penetration support. You can make enemies have zero cold res whenever they're frozen from a notable on the tree. You can also use other cold pen nodes and frost bomb for exposure instead to reduce them to barely any resist.
Trying to get adequate amounts of both cold and lightning penetration to make a truly mixed build work doesn't really have much upside. With the extra points you'd spend having both high cold and lightning pen, you could just take more damage instead.
