Rathbreaker Bugged?

I am in the second iteration of the first three acts -- I am on the mission for the caravan to eliminate the raiders so that the caravan can start moving.

I made it to the raider area where the boss Rathbreaker is...but something strange happened. The fight starts out okay, but at a certain point, Rathbreaker returns to his starting position and just stands there, regenerating. Does not move, does not attack. I stood next to him and simply poured rounds into him...his regeneration rate was almost enough to keep my damage minimal...but I managed to finally wear him down after doing well over 1.5 million damage to him.

He died, and the drops happened, along with how that encounter usually ends, with the mass of raiders and wolves.

The odd thing is that I don't remember him just standing there in the first encounter I had with him the first go-around. Nor do I remember him being such a big bullet-sponge.

I think he is bugged...maybe not, but if that is how the encounter is supposed to go, with me standing next to him just pouring in damage without him moving, then it seems sort of odd.

I am at Rathbreaker now in game I can not beat this guy He just stands there like a big old sponge taking my beats. lol. I was looking to see if this was bugged here we are . Do you know how to get pass this?

You have to fight on the plateform above. Try to stick to him so he doesn't use his deady range attacks.
