WH builds require all stats investment.
thats why Armor+Evade are the designed option to use bec Crossbows need Str+Dex

Haven't decided on that one myself either.

I really want to stick with armor/evasion but not sure that would be the most viable option for endgame.

I've been using the buff that I can't recall the name of but it gives you stacks of evasion and it has worked out so far.
