They're trying to fix the issue that came with the Windows update and deployed a "potential" fix. The keyword here is "potential" in the patch notes. It's really the 24H2 Windows update that brought the issue.
Until there is an official fix, I recommend POEuncrasher. It parks 2 CPU cores during loading and unpars them right after, so all are available during maps and such.
I did not have a single issue since I run that tool. Oh, and switch to Vulkan if you haven't already.
CPU usage is at 100 percent while i load ingame , crash follows.

I cannot play PoE2 at all
Linux Mint.
Higher polling rate require more processing power which may result in reduced frame rates when playing CPU bound games.
For PoE2 I reduced it from 8k to 500-1000. Also try to set Vsync to "Locked".
