If you press ALT (or R3) and hover your mouse over underline text you should able to see the descriptions of those terms.

This is great until I have to hover a gem only for the text to go away when the mouse moves.

Then click the box. It stays up and let's you then hover the next box to look deeper into it. I was having the same problem until I realized that. Helps a ton. There's a bunch of little things like that to learn. You can also press shift on the skill tree nodes and it tells you exactly what's being affected. Also in the skill gems page, you can shift click things (i think shift? I forget suddenly, might be ctrl) to get more specific stats on the skills themselves, like their crit chance bonuses and deeper damage bonus info)
