What does "Target Framerate" do?
In comparison to FPS cap?

exactly. maybe the dynamic culling (i don´t remember the exact name) can affect it too.

My recomendation is: if you have a pc that can handle the game leave Dynamic resolution and culling off.

FPS cap is the limit or max FPS.
Target Framerate changes how dynamic resolution scales your game/display.
