The skill gem you 'cut' will be either in your inventory or your stash, depending on where you clicked on on the uncut gem.
How often do you find yourself without a single skill and support gem?
To me it's not the lack of gems, it's the awkwardness of needing to carry an item just to view a menu that is a crucial part of building your character. I feel like that should be accessible the same way you view the talent tree etc. Gems are plentiful so I get what you're saying, but I don't think it's a big ask to make the menus in the game accessible via a button press rather than an item.
I don't want to have to hold onto 3 different gems just to view a menu for skills/passives etc. and it just wouldn't feel good for new players to know that you need to hold onto gems just to view those menus. It feels clunky and like an oversight rather than a deliberate choice.
