SRS does not have the spell tag, so it cannot benefit from it. It does not necessarily end there, though. If for whathever reason an interaction from or with the minion results in a spell being cast, that will scale with spell%.
We will probably have a proper wiki with all these interactions and systems properly documented at some point, but it will take a while. Don't bother checking garbage like Fextralife and "fake wikis" of sorts, its more reliable to search on forums and youtube instead
In theory it would only benefit the initial hit, which i assume its not the main appeal of the skill you are describing. The same can be said about skills like essence drain for instance, which does some hit damage but the real dps comes from the dot effect which follows. This gem does benefit from projectile damage, speed, all of that, but just for the initial hit. The dot itself cannot scale with proj dmg.
That can be good and bad, in this scenario any gem which has lowered projectile damage as a drawback won't be an issue, since the dot (or perhaps your beams) will be the real source of damage.
