Your theory about the game taking up all of CPU blocking the OS is amusing, but it's not how it works. OS scheduler is the thing that allocates CPU time to different processes, and important OS tasks always have priority(not to mention there are also interrupts).
I have this problem only on this game and my temperatures are very good 57° for my processor

Dude, I’ve been keeping an eye on the temps, and I’m super sure this isn’t a hardware issue. I’ve got an RTX 2080 Super and a 9th Gen i7, and I’ve been running games like the new Indiana Jones just fine. Temps stay stable the whole time. This problem only happens with POE2, and specifically during loading screens. All my drivers are up to date, and honestly, if it were a hardware issue, my PC would be choking on other games of the same caliber by now.
Brother, you should not talk about something you know nothing about. It's not like me and bunch of other people didn't already go over this problem on GGG forums to figure out how to prevent the freeze. If you know nothing about it and haven't experienced the issue then you know... it's probably best if you don't comment on it. It makes people look even stupider when they out themselves like this.
Use Process Lasso to take away at least 1 core, it will spike all the available core to 100%, but you can kill it without your whole system dying.

using vulkan and running on pretty good pc.
DX11/12/Vulkan doesn't change anything. The problem happens in loading screens when the CPU goes to 100% and it just freezes your entire OS. Process Lasso or manually change CPU affinity (number of cores game is allowed to use) - remove 1 core from the game process, and the game will at least be allowed to crash when it freezes.

(works for amd) Working for me so far
Previously I turned out 2 core manually but this do it in real time and can reduce it only for 5 working cores for poe 2 application
This is the only way to fix the problem for me
