Waystone drop levels don't match character level at all
So in preface my character is level 84 and the only waystones that give decent xp now, and yes I know there are 16 levels to go, are rank 15 / 16 waystones. I know how to upgrade them and I've completed +300% waystone maps but the problem seems to be the drop rate of waystones of 15/16 versus everything else.

Not playing PoE before I expected to see waystones of 15/16 rank dropping a lot more now that I was past level 80 but this isn't the case at all and I've only seen two rank 15 stones drop. The amount of experience I get for anything sub 13/14 means I have to run maybe 10 maps to get a level any any stupid stand in the fire error puts be back a full map or two.

At this stage I;m resigned to the fact that I probably won't make it past level 90 as even with rank 15/16 stones with corruption and irradiated that's only level 82 mobs. I haven't seen a modifier for monster levels on stones or the tree outside of boss mobs in the mapping tree and even then you might get them to 85?

Is there any way to get to 100 with a character or you just run 100 maps per level and not die?

Seems frustrating and quite fun draining.

it gets worse im lvl 96 it turns into you have to do 250 t15's without dying

Yep after L90, its just gets worst and worst
91 is like 20 T15 runs
92 is like 35 T15 runs

You're not really meant to reach level 100. Its not a Diablo iv type game where max level is the norm. It's more Diablo 2, where reaching max level requires extreme dedication grinding for hundreds of hours. (I think around 22 days of playtime, so over 500 hours).

As far as waystone t15s dropping, I only acquired an excess of them through playing t15 maps. You should be getting more than you use, so you can mod them in a semi-ideal way, while still getting enough to just toss ones that rolled terrible mods for your build. Like -15% max resists, or enemies penetrate 25% of your resists and you don't have everything overcapped enough to handle that.

If you're not getting enough waystones to sustain them at t15, you need to redo your atlas passives and take more waystone drop related nodes, or fix your build so that you aren't dying so much.

and scaling goes:

T16 max type of waystone
Irradiated or Corrupted- T17
Irradiated and Corrupted - T18
Irradiated and Corrupted and Boss Atlas ( area with bosses are Irradiated) I believe is +1 tier so T19 as max, which would be lvl82 - 83 enemies. I know bosses can go up 84 which is max iLvL atm in game.

If it makes you feel better, i'm 97 and get 5-10 tier 15 waystones per run, but the grind is brutal. It is what it is. Would feel alot better if having a fully unlocked boss atlas tree could have a good chance of dropping tier 16 waystones. Also as stated previously, reforge is your friend.

D2 didn't have egregious XP loss. XP loss is ok if it just takes away what you gained for the map. But GGG made it so death hits your character's memory into yesterday. Think about it, your character was hit so hard and usually so cheaply (off screen attacks, ground effects that aren't lessened by resistances) that he/she becomes a lesser person than what they were. FYGGG.

D2 has 5% xp lost in Nightmare, 10% in Hell... same as PoE1 and 2.
And the on death effect from Dolls would have you crying.

ironically d4 was originally a unobtainable type level system where the final levels were very difficult to hit, not like poe2, but signifigantly longer than before. The final boss was only meant as a chase for when you are finally maxed. Everyone (the casuals) complained and they heavily nerfed leveling and the final boss. Probably for the best since that game was boring as hell once you hit 70 or so since the builds were so 1 dimensional due to vulnerable mechanics.

You know there is Omen of Amelioration that reduces the exp loss by 75% making it pretty damn low... You can buy it from currency exchange.

Waystones you should not be running out of, 300% tier 15 maps drop about every time more than you use. If you keep dying however, of course you run out. Sustain is very easy to get and actually too easy.
