How does "chance to inflict X' works?
For example, if I get nodes from the skill tree that increase chance to shock, totalling a 100% chance then I wouldn't need to pick another "10% chance to shock" node right? because that would be wasted.
Or the chance to shock depends on how much lightning damage you deal, so it increases multiplicatively and having like a 150% chance wouldn't be wasted at all?

It's not a flat increase. It increases your base chance by a percentile.

Honestly, don't even bother with that stuff unless you're doing something super specific. Bosses get MASSIVE magical decreases to both chance of being afflicted and affliction effect strengths.

I wouldnt bother with them either, there are enough good skills that have an inherent high chance of inflicting any ailment, no need to waste precious passive skill points for that.

without it I couldn't really shock my enemies, with two nodes (+15%/+30% shock) I nearly constantly shock them now, which is essential for my build because I try to gain power charges by syphoning the shock as powercharge back to me again
