Report a translation problem
After taking time to look around, I noticed there wasn't a Path of Exile 2 folder in the "C:\Users\((USERNAME))\Documents\My Games" directory. I took my copy of the folder and then uploaded it on their PC. After this, we were able to see that the settings were saved.
This had shown there was a permission issue somewhere in Windows where Steam/GGG/PoE2 wasn't able to create this Path of Exile 2 folder. There's been other game folders in there, so I'm not 100% sure where the issue lies. All I know is that the file "poe2_production_Config.ini" is where your settings are saved, and read.
If you have someone locally/a friend that you can get the folder from, then see if they can send you a copy of it. Otherwise, you can opt to reach out online somewhere where they'd shared their folder before, and consequently, their settings, and you can change them from there.
You can alternatively try creating the Path of Exile 2 folder itself, and reinstall the game to see if the game can then write the rest of the files inside. It can certainly write to the poe2 file inside, so maybe there's something to it.
One thing we do notice is that despite this, while their settings save, the minimap will actually reset once we go to town and then go back. There's something else not saving, but I haven't identified where that is.
Thank you so much for actually responding with the information :joy: this is very interesting and I have been losing my mind. as far as the dude at the top who said "how bad is it. sorry can't help" It's really REALLY annoying and I watch the game force my RTX3060 eat ass every time I boot the game because it keeps resetting my graphical settings to the most nonsensical ♥♥♥♥. nightmare.
I was able to fix it by
1. renaming the folder Users\(username)\Documents\My Games\Path of Exile 2
2. starting the game (so it created a new settings folder), close the game
3. opened poe2_production_Config.ini from the "old" settings folder, copied all the data
4. opened poe2_production_Config.ini from the "new" settings folder, pasted all my old settings in

If u installing game in idk couple sub folders and what not this can happen.
-ur windows username uses weird characters , I think due to encoding this will fk ur game from creating proper paths.
