The application name was BES - Battle Encoder Shiraze, you can google it. Just set the target -5% limit, then you are good to go. Yes you lose %5 of Cpu power for the PoE2 but, it is better than disabling the multithreading or resetting your pc for every loading.
The root cause of this problem is Windows 11 24h2. But downgrading is a bit pain in the a** right now.
My specs are 9800x3d, rtx 4090 and Windows 11 24h2.
Always disable.

1) Use Program called Process Lasso to do two things to PathOfExileSteam
- Set CPU usage rule of 95%
- Set CPU Affinity and uncheck CPU0 and CPU1
**Set it on CPU Affinity Always and make a profile for it, this way you don't have to
keep redoing each restart
2) Disabled Steam In-game Overlay (If you aren't on steam, idk, disable any overlays)
I will update if I need to adjust more.
GGG did address this issue and are working on it.
EDIT: Game will still crash occasionally btw, just your PC shouldn't freeze up and either the game will close on its own or you can kill it in task manager. Sometimes it might crash on startup this way too, just keep trying, it does work eventually.
Right click the process
Select CPU Limiter
Going from top to bottom in boxes: 95 > 0 > 1 > 10
Add Rule

I had some crashes to desktop; no error codes just "poof, here's your desktop, Dozer!" Then it dawned on me, new Nvidia drivers. No issues since.
= Win11 - all update
= No overlays running
= Only Steam and Discord
= Intel i9-9900k
= EVGA 3090 TI FTW3
= 32MB Ram
= Samsung SSD 970 PRO NVME
I might have to wait for the patch, or refund it, this is simply a bad experience.
Did you disable steam overlay and also do the affinity step in my previous post? Game will still CTD sometimes on launch, and occasionally on some loads. But it shouldnt crash your PC now.
