Changing from DX12 to Vulkan worked for me. Thanks.
System: Ryzen 7 7800X3D and Rtx 4070.

What I think that means that if the game is pushing the CPU to 100% and the power consumption spikes, Windows will try to "correct" the issue which fails miserably. I also might be completely wrong about this since it might be that the power has nothing to do with it, but rather exclusively be a function of processor load.
So, most of the solutions out there try to deal with the scheduler issue, whatever that might be.
1. Vulkan - it tends to be generally much more optimized than DirectX12 which means that a lot of the work on the CPU can be moved on the graphic card, enough for the cores to stay withing decent consumption limits
2. Blocking the framerate at lower values - less work on the CPU
3. Limiting the CPU using BES or Process Lasso - less work on the CPU
4. Disable multithreading - this one allows recovery on crash since CPUs are not slowed down to a crawl
5. BIOS updates - better support for CPUs, hence probably better power control
etc.
All the other methods I think are more or less related to the same, lowering the overall application power consumption.
I have my 5600X overclocked and undervolted so overall it is running pretty cool and smooth for the first 20-30min or so. After a while though, it will start freezing when switching levels.
For me, using BES (Battle Encoder Shirase) and limiting POE2 CPU to 95% solved the issue completly. For you, this may vary or not work at all if the operating system meets the conditions to affect the application for whatever reasons. Ultimately we can only hope for Microsoft to give us a proper update or GG to figure out some sort of fix/workaround.
5700X3D + RTX 3070
Windows is updated (windows ver. 23H2), Bios is updated. No unnecessary stuff running in background, just browser, discord, razer mouse software and MSI afterburner.
But anyone experience x870e error code 15? I thought yesterday was weird with the sudden program only loading after login and not before. Google led with being a bad SSD, so I installed Samsung Magician, and the program said it's fine, and suddenly it booted up fine too. Then today, error code 15, even with a BIOS reset for hours. Then it's clear I'm dealing with a Pegasus-tier virus. Funny thing: I installed the W11 December 10 update yesterday, and Google search people experience error code 15 like Reddit.
So I janked all memory-related out of battery, and now I'm doing a smooth boot, a very fast boot, in fact.
