Is there any place to get a second uncut spirit gem?

Where? I'm in act 2 and 0 have dropped.

you can find them as loot drops too... My ranger found so many he can't even use anyanymore... he has all the skills he needs and the ones I find are of equal or lower lvl

i farmed king in act 1 (claims to b e 100% drop rate thats bs killed it 5 times got 0) and this is my 2nd char half way thru act 2 and i dont have a single 1 yet

If you mean the king in the mists, that's just a reward for using his "quest" drop that increases spirit by 30. It's not a guaranteed drop in that sense, and guaranteed drops are only a thing on first kills anyways.

Skill gem drop depends on the map level. Not sure for lvl 2 but i remember lvl 3 is from act 2 cruel and a bove after count geonor mansion.
