where are tinker's tools?

i've been through mawdun quarry twice and havent found them

There are four encounters that are missing that I have found so far. Tinkers tools is one of them

You unlock it by going to Mawdun Quarry several times, if it's not unlocked the first time.
Where you find it:
Go across the double bridge with the book by it.
From there, look for a bridge that leads to tents with a chest.
If the chest contains loot, it usually unlocks Tinker's Tools - regardless of type of loot.
Press U to check if the Tinker's Tools icon goes gray, if it does: you're done.
If it doesn't: portal to town, and hold CTRL when you teleport back to the Mawdun Quarry to find the loot again (you hold CTRL to make a new instance).
