i've been through mawdun quarry twice and havent found them

Pretty sure its a bug, there is a checkpoint near an empty chest, found it a few times. I would guess they are supposed to be in that chest but are not spawning.

Mind you this is just rampant speculation on my party, so there is that to consider.
