Same problem here, I also see this solution online, but I cannot fine the said folder "Path of Exile 2" in Documents\My Games\. However, I can see my other games.
1. Open Windows Security Defender
2. Open "Virus and threat protection"
3. Under "Ransomware protection", click on Manage ransomware protection
4. Untick Controlled folder access (make sure it's off)
Now, I also made these steps to make sure Path of Exile 2 would get throught security :
1. Open "Firewall and Network Protection"
2. At the bottom of the page, you should be able to click on "Allow an app through firewall"
3. Click on "Allow another app"
4. Click on Browse and go get "PathOfExileSteam.exe" inside your steam folder. Mine was located in Program files x86 > Steam > steamapps > common > Path of Exile 2
5. Click Open
6. Click Add
7. Make sure "Private" and "Public" boxes are ticked
This resolved my issue. I can now save settings AND I can use a filter, which didn't work either before this. As for the whole process, I started trying other solution provided by different users without any success until I tred this. I started uninstalling the game and tryed to reinstall it under user > Documents > My Games > Path of Exile 2 (don't do this, it doesn't work). When I installed it there, I right-clicked on my .exe file and selectered "Run as administrator". Then I got a pop up from Windows Security saying it blocked an acces to a folder. This is where I started to investigate to Windows Security options. Hope this help
Have the same problem, have tried all that wiwth no succes... it also wreate some werid directory...
I've tried to unistall and install on different folder, or even different drive... same..
If anyone has a clue...
Update: I found a solution that worked for me: deleting the config file (in C:\Users\xyz\Documents\My Games\Path of Exile 2) and restarting the game. I cannot say if this only worked in combination with one of the other things that I tried (e.g. Windows Security / folder access settings) but maybe this information is helpful.

did not work for me. Content File Lock suddenly occur to my Steam/Poe2 updates .. failed.
tried Internet solutions/including this workabout but game file is still locked, and unable to launch or update. Have submitted a Steam ticket some 15 mins ago, hope there's a positive timely response. gl to fellow inflicted gamers ..
