cant increase texture quality

my texture quality is stuck on medium, like it wont allow me to open the option to either increase OR decrease it. is there a way to change that?

came here to ask the same thing, I feel like it briefly gave me the option then got locked to medium when I went to fullscreen.

same im stuck on medium as well and cant change like anything else and its running at like 8 fps as well just downloaded it
